Agency outside my state
Is it practical (or even legal) to use an agency outside my home state (Virginia) ?

For International Adoption, your Homestudy or Post Agency needs to be in your home state, but your Placement Agency can be anywhere.
For Domestic Adoption, the same, but with an Interstate Compact you can go out of state.
