Our agency sent a letter that basically said things are up in the air. It could drag out for who knows how long. They were not optimistic that anything would happen for may be years and it was unclear if the dossiers would be returned.

Our agency has been saying the same thing since March. The agreement has expired and there are too many points of difference for it to be renewed quickly. They contacted waiting families several months ago, advising them as to whether they could realistically receive a referral by the deadline or move to another program.
