You could probably do an independant adoption in Viet Nam, but you would have to have contacts and it would be exceptionally difficult. It would be MUCH easier to go through an agency. I'm not sure about a maximum age. Our sons were 6 weeks old when they were referred to us, and they came home at 5.5 months. I do know people who brought younger babies home.
