I don't know if this is okay here, as I am sorta new. But, I'll type it anyway and if it's deleted, so be it... 
I enjoy clearance sales, and I have learned that the best time to buy Winter stuff on clearance at department stores is the end of January, and best time to buy Summer stuff is the end of August. Now, on the internet that is different. Best time to buy Winter stuff is end of May.
So, for all those paper-ready prospective parents who are waiting impatiently around for Ukrainian big honchos to reopen the Department of Adoptions, I would say... go shopping!
Overstock.com, shoes.com, cabelas.com, JcPenneys.com, etc... they have boots and coats still available at a fraction of their retail value, though some sizes are limited.
Doing the shopping now will get you ready to go in September at a moment's notice. It will save you money, too.
