Ukraine halts foreign adoption petitions

KIEV, Ukraine (AP) — Ukraine will temporarily stop accepting applications by foreigners to adopt children, the government said Monday, calling the move necessary while it creates a new department to better protect children's rights.

Applications that have already been submitted will continue to be processed, said Ukraine's Ministry of Youth and Sport.

The new department is expected to be operating within two months, at which time applications will be accepted again, said ministry spokesman Mykola Yabychenko.

It's one thing after another. We just got our dossier together and I took all our paperwork to get it apostilled yesterday, only to find out that NAC won't be accepting applications for 2 months. I am going to hope that this is for the better and that the process becomes easier for all of us in the long run. However, for those of us who are so close to sending our paperwork, it is VERY frustrating.

Having been down this road before...send the dossier to your facilitator in Ukraine as planned unless he has told you not to.

Our dossier was translated and ready to submit on Feb. 28. Due to the backlog, we didn't get in until May 10. In my opinion, I say go ahead with your plans, because it may have taken 2 months for you to get in anyway! Believe me...it goes by fast.

We were also instructed to send our dossier as soon as it's done being apostilled. Let's just keep thinking positive thoughts!!

I took our dossier to our agency today. They are going to FedEx it tomorrow to our facilitator in Ukraine. He still thinks he might be able to get some submitted, I hope so. I can't even think about the possibility of maybe having to do new or different paperwork. I ran around like a headless chicken all day today getting everything together, but it will be worth it if we get it submitted next week.

I agree, it is frustrating. We were working SO hard to get everything finished for the dossier. Now that we're SO close- the NAC announced this change! Wow. My agency's advice is to continue with the process and to send the dossier anyway, just as a few of you have posted.

Latest announcement is NAC is accepting new dossiers until 7/31. Then they will work on re-organizing and already received dossiers until end of Sept., re-opening for new dossier submission Oct 1....but then things change daily!

Since we are just getting started..........

Since we just decided to adopt in Ukraine, how will this affect us.
We were going to work with an individual to help us do an indy adoption.
Should we get started anyway and just adjust any new paperwork requirements by the new ministry later?

Yes, if you just started, you have plenty of time to get your home study and INS approval done. These should be the same regardless of any changes in Ukraine. There is no point waiting, things can always change at any time (and usually do)

We were registered on June 10 and submitted (with some updated paperwork) our appoinment request within 10-14 days. We received a letter back last week stating that they are not giving any more appointments for the remainder of the year, and that they would notify us in Dec or Jan of a 2006 appointment. We had requested September. Just a heads up for anyone hoping to travel by the end of the year.

I had heard that the NAC was going to stop accepting new dossiers on August 1st. Has anyone heard if this is still the case? Our dossier has been submitted to NAC, but we're still waiting to hear if it will be accepted or not

It seems like every day it's a new rumor. I haven't heard August 1st- I actually heard July 31st, but again who knows what to really believe. I'm pretty sure my dossier has been submitted, so we're still waiting to hear if it's been accepted too. Hopefully we'll get good news soon
