I guess just some suggestions on how do reduce some of the high agency costs and manage the waiting.

Just wanted to add my welcome. Your waiting time may be reduced by being open to gender and special needs. We waited about 10 months after signing with our facilitator for my son to be born. He is Native American and was not born healthy at all. He has significant special needs and is the light of my life.

I don't know about agency costs. We adopted through foster care, so it was free for us. Our son was 3.5 months old when we brought him home.

We waited for 8 months. I never found a way to make it easy! I would say keep busy, and spend time with your partner enjoying things you're soon going to have to give up! Like sleeping in. Or going to the movies. Or having extended conversations about something other than the baby.
