What happens to the babies who are not adopted?
I keep hearing how there are more AA babies than families waiting to adopt. So what happens to a baby that is born and the birthmother wants to place him, but there is no adoptive family? Do they go to that state's foster care? The reason I ask is that we are ok with a non-newborn baby, but it seems the only way to adopt is either through foster care or international, both of which are not right for us.

That's the thing...
You hear all about how there are "no families" for certain situations. In reality, it's usually about fees. There are plenty of families that are willing to adopt AA infants. I doubt any mothers looking to place an AA infant are unable to find a family to the point the child goes to social services. Eventually the agency will lower their fees and there will be families. Even AA babies that are not newborns are usually easy to place when the fees are reasonable. I know an AA sibling set where the "baby" was 12 months and the sister was 3. They placed in less than a week and the weeks were close to 10K. There are enough families, it's about he situations where the agencies want 30-40K...yeah they might have a hard to time finding a family cause there are so many more affordable options when you are open to minority infants.
I guess if it ever got to that point then they would go to DSS or social services. Maybe someone else can chime in, but I've never heard of a need for that.

Do agencies get non-newborn situations? I just keep hearing that domestic only has newborns, and while a newborn is fine and I wouldn't turn one down, I feel kind of drawn to a baby past the newborn stage.

Yes, agencies and attorneys sometimes get babies that are many months old. It seems to not happen too often, but it does happen. Our own family came very close to having a baby that was several months old; however, in the end, the situation didn't go through---and without disclosing any details, it wasn't because the birthmother wanted to parent either. ( I won't disclose for the sake of privacy on the part of the birthmother, who really was trying to do the right thing for her baby.)
I've known of other situations...though again, I have to tell you that I don't know of them happening too often. As far as if babies would go into foster care, I can't tell; but I agree with aclee that the incredibly rising fees for ALL babies are totally ridiculous, and seemingly VERY greedy on the part of some agencies/attorneys. Yes it is very possible-
We adopted our girls as a sibling group through our agency. Their fmom parented until A was 3 years and K was 17 months. There were a number of things that then lead her to our agency and us to her. I truly believe that our children find us when they are supposed to.
BTW- prior to our girls we were presented with 2 different situations where the babies were around 6 months old.

We went through an agency that primarily places infants. However, we were contacted with a couple situations for "older babies" (under a year) and a couple toddlers.

It's also not uncommon for AA children to be placed in the UK and other developed countries in Europe.
There is an attorney in either New York or Chicago who specializes in placing AA infants in homes overseas... So I doubt it'll ever get to the point where a child will end up in foster care.

I have been reading this and wondering if anyone knows the names of agencies that do occasionally have the past-newborn stage placements? This is exactly what we are looking for. With our agency, if there were no families waiting, they would contact another adoption agency to see if they had families interested. Our agency was very small so didn't always have waiting families but had good relationships with other adoption agencies nearby which allowed them to always find families for the babies.

And what Wisdom states, is exactly what many attorneys do too. In one of our adoptions, the agency had no waiting families, but because I'd contacted them several days before, they phoned us. We, of course, were thrilled!!!!

To add on to what Brandy said - the babies are also often placed in Canada - I have several friends who have adopted AA newborns from the US.

I do believe that some AA babies would go into the foster care system if a home cannot be found. I do know that certain states will go to other adoption agencies to see if there are adoptive parents who are willing to take a waiting AA child.
I have read many articles on how people from Canada adopt US AA babies all of the time. Sometimes AA newborns wait in hospitals until a family can be found. I did a quick search on the adoption of AA babies to Canada. Here is one article I found... Quote:
If you want an AA baby that is a bit older than an infant, and if foster care adoption is not for you, I would check out local adoption agencies and ask for situations like these. I know of a few people who adopted a young child this way.

Of course I am Canadian, and my boys were adopted (at ages 3 and 4) from foster care in Missouri to our home in British Columbia, but I am also aunty and godmom to SEVERAL aa kiddos adopted as infants from the states to Canada. I mean so many I no longer bother to count. It seems to happen all the time - but will stop with the Hague convention.
Of interest, it should be stated that Canadians dont get the "surplus" babies (oh how I hate that phrasing) but rather are put on the list with everyone else. Statistically, AA first moms choose Canadian white parents over American white parents because of the preception of less racism in Canada and Canadian parents are close to 100% open to openness (cultural differences and result of different regulations in training and preparation). In our situation, for example, even with adopting out of foster care - there were 3 other American families that were interested in our sons, but we were chosen as being the "best available home". 2 parent, SAHM, willing (desiring) to maintain relationships with foster parents etc.
