Language in a multi racial family

We adopted a 3 week old boy last week and because we live in a multi-lingual society we are unsure how to speak to him. We live in Israel where the language is Hebrew. Our boy is of Ethiopian origin. My first language is English and my wife is from Sweden. Does anyone have any suggestions or advice as to where to find a language expert?

I read that one parent should speak the families primary language constantly and one parent should speak the secondary exclusively.
