How could one start a Honduran orphanage?

He was the Spanish Translator and one of the nurses for the Medical Missions Team organized by 1st Baptist, Poplarville, MS. He speaks often of wanting to start an orphanage. Starting an orphanage

For children who are homeless and still living with their parents it would seem as if an orphanage would not be the vehicle to address their needs. For children without parents who are homeless, you would need to find out whether enough orphanages exist and what happens to children who live in orphanages in Honduras. Do they get placed for adoption? Do they stay there until adulthood? Does the Honduran government allow anyone to come in and start an orphanage? I would imagine not. You surely have to contact the appropriate arm of the government. I would also urge you to contact non-profits such as the one you mentioned and any others working for children in Honduras as well as some international adoption groups who can give you better advice.
