At what age is it safe to remove safety gates?

At what age is it safe to remove safety gates at the bottom of the stairs? The top of the stairs?

I removed the gate at the bottom of the stairs when my son turned about 2. We still have the gate at the top, but it is almost more for confining the dogs than it is about confining my son. At some point, his independence may kick into high gear and it may be necessary to use the gate for him again, but right now, he can master the stairs on his own and we don't have issues with him going up and down when he shouldn't.

I left the top gate up until it was a hazard for ds climbing over it and heading down the stairs head first

He was fully competent on the stairs, but I always thought it that in case they got up during the night the gate would be there. It was also dog containment. We took the bottom one off a lot sooner.

Thanks. Eric's 14 months and has mastered the stairs. I have a split level house (stairs go up half a flight) and was thinking about taking the bottom one down soon.
