Abandonment question

I have an odd situation. My ex husband and I divorced when he was living in Missouri and I was, and still am, in Texas. He has no visitation rights unless it is supervised by me. He has never seen our daughter seeing as we separated while I was pregnant. He has not seen our son since his 1st birthday.

My question is this; He is court ordered to pay child support that is deducted from his paychecks. BUT, he has never seen the kids ever! My son is now 9 so it has been over 8 years since he has seen him. He has not phone contact, sends no cards, letters, nothing. So, can his rights be removed without his consent due to the abandonment? My husband has raised these two kids their entire lives and desperately wants to adopt them. My ex MIL has told me there is no way the BF will sign his rights over. Please help!
