Waiving home study

Is it just me or is the stuff they want for the home study a little strange for a step parent adoption. I mean we already live together, and intend to forever, we just want to make it legal. And we have to go to the doctor to say we are free from disease even? I have to provide my birth certificate and criminal check on me? I am their bio mom....why do I have to pay for that? Is there anyway to get this waived? does that ever happen?
