Texas RTC Suggestions Needed for RAD

Does anyone have suggestions for intense inpatient treatment program or RTC in Texas for child with RAD? Outpatient attachment therapy and therapeutic parenting not enough to meet child's current needs. Past RTC placements failed in foster care due to their focus on behavior rather than attachment and relationship issues (which cause the negative behaviors).

Any suggestions?
