Cool Looking For some information on the adoption subsidy paperwork

I'm a little confused , I've got it all filed out . Even though Baby E's new caseworker told me he would not get anything from it , I still had to fill it out and get rejected before we could move on .
I don't understand , I though all children who were adopted through Cps , received some subsidy . ( like the college thing )
Just hoping someone could help me understand

then in started Pride end of Jan 2007
Finished Pride May 2007
Got called back for 2 more class' s in June 2007
File sat on pride works desk for 35 days before we went over her head . Aug 2007
1ST home study September 2007
2ND 15 days later
became licensed Oct 2007
Noticed a big mistake on license in Nov 2007
Mistake was corrected on dec4th 2007
Brought Baby J Home on Feb 4th
Baby J went in to hospital on April 6th, died on the 9th
FS B and Boi Sister K came to Us on April 1st, this is their 2nd home
Fs B and Bio Sister K returned to Bio Grandparent July 1 2008
Baby Boy E Placed On July 28 th was 4 days old
Baby Boy E Parents rights TPR on the Jan 28th
BabyBoyE was transfered To adoption Prep Unit On the April 1 ( and it wasnt an april Fools Joke)

Not all children qualify for the assistance. Here's some more info.

State Adoption Assistance Requirements

The following six requirements must be met for a child to be eligible for state adoption assistance:
  1. The child must not be eligible for Title IV-E adoption assistance.
  2. The child must qualify as "special needs," as described below at the time the adoptive placement agreement is signed.
  3. Reasonable efforts must have been made to place the child without adoption assistance, except when to do so was contrary to the child's best interest.
  4. The child must be placed in an approved adoptive placement with DFPS as the child's managing conservator. For both relative and non-relative placements, the adoptive home must meet all of the requirements for approval under licensing minimum standards, including criminal records checks.
  5. The child's resources must be less than $10,000.
  6. The adoption assistance agreement must be signed before the adoption is consummated.
Definition of Special Needs

The child must be younger than 18 years old and meet one of the following criteria when the adoptive placement agreement is signed:
  1. The child is at least six years old;
  2. the child is at least two years old and a member of a minority group that traditionally has barriers to adoption;
  3. the child is being adopted with a sibling or to join a sibling; or
  4. the child has a verifiable physical, mental, or emotional handicapping condition, as established by an appropriately qualified professional through a diagnosis that addresses: (a) what the condition is; and (b) that the condition is indeed handicapping.
The state must determine that the child cannot or should not be returned to the home of his parents.
A reasonable effort must be made to find an adoptive placement without providing adoption assistance, unless doing so is against the child's best interests.

so explain to me are not all children who are in foster care , listen as special needs , some more than other's .
Oh and we could careless about a check ones a month , and the Medicaid , but the college is what we are really upset about ,
And Explain to me how you could rule out mental Illness, in a 9 month .who has a family history of it.

Sorry If I sound a little harsh , but this have been really a hard thing to sit through , and to be honest we just want the paper signed and to move one , but we also thing Baby E should get what everyone elsa gets too.

So Baby E has family history of mental illness but at the present time he does not present any symptoms?

You never know if Baby E will qualify or not so don't take the caseworkers opinion to heart. I know with my baby (Hope) she did not qualify but if anything was to come up later on we could reapply (she was born positive). So just apply and you'll have a adoption negotiator call you and they are the ones who approve or deny you.

I believe that the college tution coverage and medicare is seperate from the actual subsidy and apply to all kids. The subsidy worker should be able to tell you for sure...and make sure that you get IN WRITING that IF FS/DS developes issues that you will be able to reapply.
