Can a foster/adopt baby in the state of TX be sent to family out of country?

1st time on here. Some one please help. Me and my husband are trying to adopt our foster/adopt baby girl we have had her since she was a week old and is 9 months now, final trial is in august. We were just assinged a CASA worker 2 1/2 months ago. And has contacted family and no one acts interrested in her. The CASA worker has talked to some attorneys and said that she needed to contact family that may be in another country. Our CPS worker said that they will not give our foster baby to anyone out of country even if they are blood, does anyone know one way or the other? We live in dallas/fort worth Texas.
