Have any of you heard that when going through the adoption process that you cannot receive a subsity for a child if he is younger than 2? Even if that child is special needs and minority? It's not that we are look for the subsity or anything we would take him without it, but we have heard some may conflicting things.

From the North American Council on Adoptable Children the requirements for a subsidy are as follows:
A. The child must be less than 18 years old and meet one of the following criteria when the adoptive placement agreement is signed:
the child is at least six years old;
the child is at least two years old and a member of a minority group that traditionally creates a barrier to adoption;
the child is being adopted with a sibling or to join a sibling; or
the child has a verifiable physical, mental, or emotional handicapping condition, as established by an appropriately qualified professional through a diagnosis that address:
what the condition is; and
that the condition is handicapping.


B. The State must determine that the child cannot or should not be returned to the home of his parents.


C. A reasonable effort must be made to find an adoptive placement without providing adoption assistance, unless doing so is against the child’s best interests.

In other words they give the subsidy to children that they consider 'hard to place'. Depending on what your child's special needs are they should qualify. You can ask the CW if he would or not. They can usually tell you.
