How to adopt a relative

My brother and sister in law just phone us and asked us if we would take his unborn child when it was born. Of course we said yes. What do have to do to make this happen? We don't have alot of money because we just adopted 2 girls last year. So money is the big thing right now. Can we just file papers at the court house?
