Power of Attorney to Adoption

My wife and I have a 17 y/o girl who the great aunt has given over to us POA. She has been through a tremendous amount of struggles over the last 17 years but by the grace of God she has turned out to be an exceptionally well balanced young lady. We would like to move from the POA to an adoption as it would give her some benifits for at least a few more years as I am military Insurance, ect.). I have no real clue where to start and from what the lawyer who did the POA said as to cost I was a little disheartened. Is there any way to do this wth only minimal lawyer involvemen? By the by we also have three of our own kids and this young lady fits right into our family.
