I am looking for ANY information on adopting either through and agency or independant. Preferrably where gender choice is allowed as we have a son and are in the process of adopting another boy.

I need someone to put bows in their hair!

Independent can be two ways in Taiwan. You can use a foundation or orphanage, but only 2 are working in this manner, all others are "sold" in contracts with agencies, and they no longer work in independent adoption. The 2 that do work independently are for Born Again beleivers only.
As for option 2. You can either make contacts in Taiwan that can "look for a child" for you, or you can call around yourself to women's clinics and hospitals in search of a child to adopt. It is very much legal in Taiwan to do this, but you would have to speak mandarin to do it yourself.
The cost difference is about 17k between independent and agency adoption.
