proposed reform in the law

He quickly came up with the amount to cover all back child support also. Therefore my husband wasn't able to adopt our son. I have a suggestion for a proposal for reform in the adoption law. I was wondering if I could get some feed back from others as to how they think about it. My proposal for a reform in the law is that legal notice and consent for a stepparent adoption of a child shouldn't be necessary from a non-custodial or absent parent, of a child who willfully neglected, abandoned, or failed to pay child support for his or her child in a time period of over three months. I hope that someday with the support of others this reform will be passed.
