Stepparent adoption of two children

He can't be located. Latriot's father has been in prison since his birth. Niether has every paid support to there mother. Do we need permission from there fathers for adooption

Ask an attorney to be sure. Here, the court would go through a termination of rights hearing, which requires that the fathers be notified (or an attempt made to notify them) and then their rights are ended and adoption is possible.
