Georgia Stepchild Adoption

What is the legal process for my husband to adopt my daughter?
My husband and I are trying to figure out information on Adoption. My Daughter was born to me and another man who is willing to give up his rights. I called a attorney and i was told it would cost me anywhere around $1500 plus filing fees. I dont have this kind of money to spend on some one whom i think is just filling out papers. The adoption is open and every one agrees to do what they need to do so my husband gains all legal rights. I need to know what kind of papers i need and the process to do this without involving an attorney. PLease some one who knows where i can find this information or who has gone through this help me!!!
