Hi All,
I am wanting to do a step-parent adoption. Bio-Mom will not complete necessary requirements to have her visitation. I have mailed her school pictures, and christmas cards, and letters the kids have written her. She doesn't pay support, she doesn't send them B-day cards, she doesn't call. She does, show up unannounced and uninvited, at some of SS12 games. She will just show up, she won't say anything to DH or I. And she completely ignores SD9. But she will wait for SS12 to walk by her and then start a conversation with him. If I did not mail her things or her mother things she would not have a clue about what her kids look like.
Does that constitute contact? Would us sending her pictures stop an adoption? I just want her to know they are growing up healthy and they are beautiful even though she hasn't straightened out her life yet.
Please let me know. I have heard in Oregon if she does not contact them, or pay support in a year, that a step parent adoption can be done regardless of her consent. I just want to know for sure, I will stop sending photos, if it would stop an adoption from happening.
I would appreciate any info you could give me.

I'd recommend contacting Robin Pope. She's in SW Portland. She does have a website. Incidental contact does not count in Oregon, but I'm not sure of the definition. Good luck!
