Any lawyers out there deal with mental illnesses?

I have been with my husband for 4 years now. My step daughter and I have a great relationship. My husband has always had custody, but when my step daughter was to go on visits to birth moms, she'd come back beaten down. After convincing the courts of bad visits, her birth mother has been allowed to see her daughter on supervised visits only for the past year.In the last nine months, she has seen her once.

She was supposed to get a mental evaluation done because a social worker sees signs of a personality Disorder. She began the evaluation but then called the psychologist ranting and raving and said she wanted her money back. He didn't get to do the entire eval, but said that she definately shows signs of a personality disorder.

I would be ok with leaving things the way they are, but however, the mom is allowed to call the house... and with the disorder, my step daughter gets very confused. One message will be Call me if you want to sweety, and in the same day, she'll leave a message ranting saying her daughter is a joke!And we should make her call her. And so my stepdaughter will call her back thinking her birth mother wants to talk to her, only to have her birth mother talk to her for a minute and want to get off of the phone.

I don't think we have a case for me to adopt her, bc she does keep in touch, but do we have a case with 2 counselors who "think" she has a personality disorder and a psychologist who "thinks" so too?

Any advice would be greatly appreciated. Thanks!
