Question step parent adoption in Hawaii/military

I live in Hawaii right now and I am trying to find information so my husband can adopt my children. Since he is in the military, and we move around a lot, I'm not sure which state to file in. My divorce and child support was done through Texas.

I would also like to know if there is a way to do this without the bdad's consent, since I'm sure he wouldnt give it just to spite me. He is over $14, 000 in arrears for CS, and hasn't called to talk to my girls in years. (He hasn't seen them either, but Ive been in Alaska and Hawaii, so it would cost him too much, which is somewhat understandable). He did ask the other day if I would fly them home for a few days, but of course I refused since he wanted me to pay $3600 for it, and he only wanted to see them for selfish reasons. I am worried that this small amount of interest on his part will make a judge think he's trying to be a good dad, and that a judge will understand that he hasnt seen them in so long because of the distance. (It can't be a money thing because he has a $50,000 racecar).

He just got off probation for possesion of cocaine, he's and alcoholic and has a very violent history, which I can prove through his military medical records and other things, but is that going to be enough for a judge to see how horrible a dad he is? This guy puts on a sweet face and could talk his way out of ANYTHING!! Its very frustrating!! They always seem to just keep giving these deadbeat dads another chance.
