When the foster child turns 18...

I am interested in what types of programs, or support is offered to a foster child at the age of 18, that never was adopted. How is this child prepared for life on his own? How does a young person learn the basic skills of becoming an independent person, if they have not lived in one foster home long enough to learn by example?? How is the social service agency dealing with this harsh reality??
