internatonal special needs adoption

My husband and I would like to adopt a correctable special needs child. The country and the sex of the child is irrelavant however we would like the age to be under 3 years old. By correctable I mean cleft palate,eye crossing etc. I have seen many a agencey advertise that this type of adoption is at a reduced cost,however I have not yet got to many straight answers. If anyone knows of an agencey that we may contact please let us know. We are trying to make a differnce in a childs life as well as make this economical for us. Tracey k.
