Age Requirements

Does anyone know of any age requirements? I read that any adult that wants to adopt a child must be at least 10 years older than the child. Is it the same for fostering a child? Are they considering 18 to be the "adult age?"

The regulations for all families who are looking into adoption or fostercare is age 21. Also what would be taken into consideration is the length of the parent's relationship and the stability of the home.
