Okay this may not be even close to your situation but ill add my 2cents worth...
My nephew (not a foster child) sometimes will not eat, no matter what is offered, even if it is his favorite food in the world.. My sis found a pattern...if he needed to Poop he wouldnt eat, so maybe check to make sure she is having normal bowel movements, if she is not she may not feel like eating until she has "gotten rid" of the little bit of food that she had eaten... again may not have any thing to do with your situation, but if it does that may explain why she isnt eating..
