Ok so the buses are owned by someone else. They are still employed (hired) by the school. And in turn makes the Aide an employee of the school district.
He may have to answer to the bus company..but the bus company has to answer to the BOE. Poor Q  it's just not right that he or any child has to endure this kinda crap..they have enough to deal with as it is.

What a nightmare for you!
If Q has an IEP and transportation is one of the services, it must be appropriate and meet his need to get to school. Discuss this with the social worker or the case worker. Do you have the educational rights, or is there a surrogate parent for Q? You may need to ask for an IEP meeting to get this resolved. I am glad to read a school administrator is getting involved.
