Wanting to adopt a child with special needs

With no more than 2 siblings that we would also adopt, of any ethnic background and minor emotional, medical and physical problems would be just fine. We are planning to investigate adoption with our local Department of Social Services, but we were wondering if we should look in other areas as well.
