Wanting to adopt a child with special needs

My husband and I have decided we would like to adopt a child with special needs. We are interested in adopting a child that is 3 or younger (but it really isn't a big deal if the child is older). With no more than 2 siblings that we would also adopt, of any ethnic background and minor emotional, medical and physical problems would be just fine. We are planning to investigate adoption with our local Department of Social Services, but we were wondering if we should look in other areas as well. We are limited finacially and would have to have assistance with medical insurance for any new children. If anyone has any advice or suggestions please let us know. Our e-mail is comlog@intercom.net.
