I have an 10 year old multi-handicapped daughter who functions like a 7 month old. How do I go about doing a voluntary relinquishment? I need a referral to a private-adoption agency or public agency in Northern Calif. who does this without requiring an adoptive family be found first. I don't know who to contact and I can't afford a bunch of legal fees. Also, where can I find a step-by-step do-it-yourself manual on this subject? Help!! I don't know who or what agencies to call, and I'm not sure what questions I should be asking.
