Minority Recruitment in Special Needs Adoption

I am looking for some help in recruiting minority families in the area of special needs adoption. The state I am wanting to target is Iowa, which is a fairly rural state. Our recruitment efforts are very regionalized due to the rural nature of our state. One of our weaknesses seems to be recruiting minority families to adopt. Has anyone else created an innovative program that would work in a rural state? Thanks for your help.
