homestudy across int'l borders

Hmmm...considering most social workers here in Canada seem to have something against Canadians adopting USA children- I'm wondering if an American agency could do my homestudy? I live in a border town, seperated only by a river between Michigan/Ontario--- could the Michigan agencies do my homestudy, for use in applying to adopt though their agency? It'd be as easy as doing a homestudy for a family right in the town that I can see across the river from my living room window! Just thought this might be an option I could consider?! Any reason why not?
