Legal risk is taking a chance.

Now this may not be in your area but here foster parents get the first pickings on younger kids in the system and the first choice as to whether to adopt a child they've fostered. It's a legal risk placement so you are taking a chance but at least if they are terminated they don't have to be moved again.
