Legal risk is taking a chance.

I used to feel this way too,until I got took through the ringer with my local agency in attempting to adopt some siblings straight out. Now this may not be in your area but here foster parents get the first pickings on younger kids in the system and the first choice as to whether to adopt a child they've fostered. It's a legal risk placement so you are taking a chance but at least if they are terminated they don't have to be moved again.
