Relative Interstate Adoption - Adoption Subsidies

We had recently discussed this issue in regards to paying a subsidy according to the receiving states foster care per diem. I am having little success with the placement states when I bring this issue up. We are supervising a placement from Florida and they refuse to pay any AAP even though the children are IVEFC eligible and categorically eligible because the Adoptive parents are relatives. We have the same situation with a placement from Michigan. Have you heard whether this is the discretion of the states to not pay AAP when a child is eligible and placed with realtives? In addition, no state that we are currently supervising a placement for ( and that is 7 states at this time) is willing to negotiate the rate according to our foster care per diem. Ok, I tried!!
