wanting to adopt

We currently are the permenant conservators to a special needs girl. She has been with us for the past 3 1/2 years. I have been trying to find a way to adopt but we were told if we did she would loose her medicaid. We simply can't afford to do this since she has very serious medical problems. We live in Texas. Does anyone have any experience in this area? Any help would be appreciated.
