Adoptees whose adoptions were finalized prior to January 1, 1964 have access to their original birth certificates. They can obtain these by requesting them from the Bureau of Vital Statistics. This process requires filling out an Affidavit of Adopted Person and having it notarized, paying the fee and presenting two pieces of identification. A drivers' license and social security card are acceptable. If you need to apply for this information by mail they will allow you to make copies of your id so it's more convenient.

The Ohio Department of Health/Vital Statistics also runs the Ohio Reunion Registry, which is a mutual consent registry. For an adoptee to register, he or she must be 21 years or older and have filed a petition with the county probate court. This will release your birth information into the registry to be matched with that of your birthparents, if they have registered.

Angie,

I was born in arkansas which is a mutual consent state. My adoption records are sealed. I have applied to the registry. Do you think you could help me if I get anything back?
I know when where and through whom I was adopted?

iso bparents born 4/7/1976

Hi, my name is Susan.

I was born on April 7, 1976. I was born at Providence Hospital in Southfield, Michigan.

From my non-identifying report in know the following.

My mother was 16 years old and my father was 21 at the time of my birth. My mother was born in Michigan. Apparently, my father was living in Canada.

He was informed of the adoption. I believe my mother is Irish, German and Polish.

I was adopted through Catholic Social Services. I was placed in foster care before being adopted by my afamily.

Any help you can provide would be appreciated. You can contact me here or direct at stricco@hotmail.com

Thank you.

WELCOME TO THE SEARCH AND REUNION MESSAGE BOARD!

You might recontact Catholic Social Services again if your non-identifying information is not recent information that you have requested or if it is information given to your adoptive parents at the time of your adoption. Agencies are giving out much more comprehensive information now than they were years ago.

INFORMATION THAT IS AVAILABLE IN YOUR STATE:

“Non-identifying information” is information from your adoption file about your birth parents. It generally includes ages, marital status, states of birth, education, religion, occupations and a physical description of your birth parents. It should also include the reason for relinquishment and may include information about your aunts, uncles and grandparents. It is called “non-identifying information” because it does not include any identifying information such as names, addresses or social security numbers.

“Mutual Consent Registry” is a registry where adoptees and birth parents can register the adoption information. If both parties register normally the agency responsible for the registry will notify both parties that consent has been given to contact each other.

“Confidential Intermediary Program” is a service sponsored by the state of adoption that will search for and locate the birth family member that you are looking for. This program agency will make the first contact but if the person contacted declines contact the agency will not give you the information to contact them yourself. There is usually a fee associated with this service through the governing agency of adoptions for your state of adoption.

If you have any problems getting this information from your adoption agency contact this office:

State of Michigan
Dept of Post Adoptions
POB 30037
Lansing MI 48909

Angie,

I was born in Erie, PA. Although I was born in PA, I was adopted through Department of Social Services in Chautauqua County, in Jamestown, NY. I know my birth mom spent 24 hours with me before she made her decision. I was in foster care for three months. During that time my name was Cindy. My Social workers name was Helen Burlingame. The Judge name was John H. Hallenbeck in Mayville, New York.

When I sent for "non-identifying" information I mailed my request to Chautauqua County Family and Children Services in Jamestown, NY.

I was sent back with information of age, height, eye color, religion, education, and occupation. Also a quote by my birth mother about the cause/reason for the adoption.

This is all I know. Do you have any advise? My biggest question is if I were born in PA, why did the Dept. of SS in Jamestown, NY handle my adoption? Does that mean my birth parents actually live in Jamestown, or the same County?

Thanks for listening. Traci29

Hi Traci...Welcome to the Search and Reunion Message Board!

Some birthmothers left their area of residence to give birth and relinquish and then go back home. It's hard to say if your birthmother lived in New York and contacted the adoption agency there and then went to PA to have you or if she was living in PA and somehow the New York adoption agency got involved in the relinquishment and adoption perhaps through your adoptive parents if they were living in New York. It becomes complicated sometimes when two states are involved in the process.

Does your non-identifying information tell you what state your birth mother was born in and what state she was a resident of at the time of birth? If it doesn't you might want to re-contact the adoption agency and ask these questions.

The following people can request a search for a birth family member: birth siblings 21 years or older, adoptive parents, adoptee 21 years or older, the immediate adult relatives of a deceased adopted adult, birth parent or birth grandparents if the birth parents are deceased. This program will make the first contact but if the person contacted declines contact the agency will not give you the information to contact them yourself. Thank you so much for your reply.

I have just one more question. In the state of NY what other "non-identifying" information am I entitled to? I would like to know so I can request it along with which state my birth mother was born in and/or where she lived at the time of birth.

I tried to call a laywer to see exactly what my rights are and never recieved a phone call back. It was as if it was a burden.
Not important enough for him to assist me.

Thanks again!

Traci

The defination of "identifying" and "non-identifying" information varies from state to state and agency to agency. Some states/agencies do not consider a first name identifying...others do. Some states/agencies will give a date of birth and others will only give an approximate age. Re-read your non-id and make a list of questions that you would like to have answered and present them to the agency in a registered letter format. You may not get all of them answered but you may get some of them answered that were not answered in the regular format of your previous non-id.

Most attorneys are not helping adoptees in the least to get information that is in their legal file. You might also petition the court of adoption in New York to see if you can get additional information from that file also.
