Baby Boy Noell 5/20/76 Omaha, NE iso bmom

I just found out my name at birth. Scott Michael Noell.
My middle and last names were changed. Trying to find birth mom and/or family, records are sealed. Any advice? I was told that I was put into a foster home, then adopted by my foster parents. I would think this info would make searching easier. Anyone know of anyway to access records of children taken from their birth parents by local gov. agencies? I am feeling stuck.
