Region choice - Krasnoyarsk, Moscow or other??

Hi! We've just sent our dossier to be translated and then it can be registered in region. Our agency works in a couple of regions and I'm trying to decide where we should register.

Based on our child criteria (5 - 8) with possible special needs our agency feels that Moscow region or Krasnoyarsk would be good options. They do work in a few other regions.

Can anyone share their recent experience with these regions? Were they adoption friendly, were they America friendly, were the MOE staff helpful and responsive or not? If you had problems in these areas would you mind sharing?

We have the ability to register in more than one region, but if there is one that is more troublesome than another, then I'd prefer to avoid it.

i adopted from both kras and st. petes and one benefit of kras is that you can get your child's passport in one day, so after you pick up your child the time in region is much shorter. in st. petes, it took 5 days to get passport, so my third trip was much longer.
