30 day wait

has any one heard that the 10 day wait is changing to a 30 day wait??

i am hearing rumors that this may happen and am curious if anyone else is hearing this

We went to adoptive families conference in NY couple of weeks back and heard that 10 day period has changed to 30 day period. We have asked for confirmation from our agency, they are investigating.

My agency told me that on January 1, 2012, they are changing the ten day waiting period to a 30 day waiting period.

Does that mean that parents have to wait 30 days in Russia after court to bring home their child? If that is the case I think the adoption numbers(which already are dwindling) will continue to go down to the detriment of the kids.

perhaps it's a way to force parents to go home and not stay in-region for the ten day wait. i know our facilitator said our region did not like it when people stayed for the ten days and they did everything they could to convince the adoptive parents to go home. (not really sure WHY... when i asked, she was vague.)

The purpose of the 10 day wait is to allow time for someone to step forward and dispute the adoption. I'm sure it's a political move, to show effort to allow the children every chance to remain in Russia rather than leave the country permanently. Russia has become less adoption friendly over the years...

We began our adoption process in April of 2011 and in August were sent an email from our agency asking us to get our dossier submitted asap because some things were about to change. The good thing for us was that since we got our dossier in before the changes were finalized, we were grandfathered in and those changes do not apply to us. Maybe the extended wait is one of those changes.

Wow. The wait between trips one and two was hard. The ten-day wait, which was twelve for me, was incredibly harder. I can't imagine how hard it will be to wait a month after court to bring your child home.

heard the same

We are waiting on a court date right now and just this week our agency told us that the 10 day wait has changed to 30 days. They had been hearing rumors of this for a while as well. They didn't have details as of yet. I'm wondering if this is 30 business days (since the 10 day wait was 10 business days), which will make it a lot longer. I've been struggling with this news, since we thought we'd have our child home in January, but now it's looking like it could be a lot longer. But as with everything else in the process we just have to do what is required of us.

From my understanding though, this is not adoption specific. Rather, the wait is for all "civil" cases. If anyone else has any further information, I'd love to hear it.

Our agency just informed us today by e-mail of the new 30 day wait after the court date. My concern is, what happens if the adoption is challenged? Do we get another referral? How often is an adoption disputed in the ten day wait period?

I think it's very, very rare for an adoption to be challenged post-court.

I don't know or "know" anyone who has has that happen. I do have an irl friend who had a Russian family come to court and ask to adopt the child she was adopting. Proceedings were stopped. (She was adopting independently and did receive another referral--and was fastracked through the entire court process.)

30 Day Wait

Is the 30 day wait change part of the bilateral agreement that was signed last summer? If so, I heard that if we had our dossier submitted to Russia before January that we would be "grandfathered" in to the "old" law. We were hoping to have our two boys before February, but it's now looking like we won't get them until Mid-March. 30 business days = 6 weeks. That's a significant delay.
