Has anyone else heard about a list of home study providers who have been "banned" from doing home studies for Russia? My agency informed us that our Home Study agency has been barred from doing home studies for Russia because she had a late post placement report sometime in the past. According to our agency there was a list of 100 plus home study providers who are on the "banned" list. Of course, we've already been on the first trip, already accepted our referral and are set for court on the 26th of this month.

Here's one of our problems. We sent off for our FBI clearance letter 3 weeks ago. We asked for expedited process and put our court date as 2/14 (as per our agency). We have yet to get the letter back and we're supposed to leave in a week. I asked our agency what would happen if we don't get the letter. Basically, they said that if we don't have everything done and turned in before court, our home study will be null and void (because our provider was banned AFTER we already accepted our referral) and we will have to start over from the beginning. They said that if we get to court on time, we may be "grandfathered" in. At least they said we will get to keep the same referral.

I'm panicking. I have no control over the FBI or when/if they get this letter done. If we have to start over, it's going to cost us thousands of dollars and our son will be sitting in the orphanage for months longer. Of course we will do what we have to, but come on! This is ridiculous. I can see if we turned in the dossier NOW and got it kicked back because of this mess. BUT our dossier was turned in two months before our HS provider was banned and we've already traveled and accepted our referral!!!!!!!

I'm sorry, I'm just so frustrated, angry, etc. Thanks for letting me vent. Sigh.

I don't have any advice or info about the 'banned' list. sorry. But as far as the FBI letter - if you mean the clearance that comes direct from the FBI office in W. Va, have you called them? You can find the number on their website and they have been really helpful to me in the past. Tell them you are adopting internationally, in fact, inot sure if you were told this but f you write that on the envelope they should have the clearance back to you in a week. Hope this helps a bit, try not to panic. These things have a way of working out as many if not all on this forum can attest! Good luck

Yes, I just recently heard the same thing from my agency, but fortunately found out that my homestudy agency was not one of the ones with late post placements. I hope that you won't have to re-do any paperwork because of this. Fingers crossed!

I have heard rumors of this list as well...

Call the FBI -- call your senator, ANYTHING to get that letter! There's got to be a way!

I just sent you with a phone number and the name of a lady that helped us at the FBI, when we had an FBI Clearance Letter delay just before we were to travel.

When you tell them it is for an adoption and how close you are to going back for court, they seem to be more helpful.

Get on the phone immediatly! Call the local FBI office and call your senator, congressman/woman call everyone! Have anyone you know call as well. They will push to get it back to you I am sure but they need a nudge. How stressful! My prayers are with you!

Our home study agency is on that list. Our home study was completed in May of 2008, dossier was finished at the same time (I was working on it and had it done when home study was done). We have been waiting for a referral since then (so since early summer 2008) and now we may have to start all over again........

I honestly don't know if we will even do it. We will loose a lot of money that we have paid for dossier registration/translation in 2 regions......but I cannot imagine starting over again at the beginning.

I am in disbelief that almost an entire year, a mountain of paperwork, tons of apostilles and millions of tears later(and money we will never get back) that this is happening to us.

This may be the end of the journey for us.

I have never heard of this--this is all new to me. But I dont think innocent folks should be penalized for negligent homestudy agencies' problems. My thoughts are with the families stuck in this mess!

There's a partial list up on FRUA of the banned homestudy agencies. It's long. I'd start making phone calls about having your hs redone. I think, if you were to give another agency your completed hs, they'd be able to do a re-issue rather quickly.

It's a little scary out there right now.

Thanks folks. I called the FBI this morning and they said our letter was mailed and should get to us today or tomorrow. So, we will make our court date next week. Phew. Thanks again to everyone. And our prayers are with those who get stuck in this mess and have to start over from the beginning.

k8c, they did say that we could be considered "grandfathered in" IF we were able to make this court date. If we had to reschedule, all bets were off and we would have had to start over. I haven't been told any different as of today, but I'm going to call them to make sure. I'm doing some hard praying that this is the case and we will be able to go to court on the 26th.

That's good news, Dawn! I'd double check anyway. I wonder how long the "grandfathering" lasts. Friend who were doing ppr's with one of the agencies were told to not use them and start over.
