Sorry, I have no experience with this region but wanted to let you know that there is a Yahoo group for the region. I would check there and I would ask your agency to hook you up with a family that has traveled recently to give you some tips!

Yes, we adopted our then one year old son in Arkhangelsk in 2005. Please send me a pm, and I'll be glad to answer questions you've got.
