Exclamation UPDATE on Procedure from US Embassy

IMPORTANT ANNOUNCEMENT REGARDING EMBASSY SUPPORT LETTERS FOR ADOPTIONS IN RUSSIA

Effective August 1, 2008, the United States Embassy in Moscow will provide supporting letters for adoption cases only to prospective adoptive parents who are clients of adoption agencies accredited by the Russian Ministry of Education to operate in Russia or agencies with applications for accreditation pending before the Ministry of Education. These letters are generally required under Russian law as part of the adoption dossier to be submitted to the competent Russian court. All requests for letters from the Embassy in support of an adoption case must come from the agency representing the prospective adoptive parent(s).

The United States Embassy in Moscow is instituting this policy in order to improve safeguards, accountability, and integrity in the adoption process.

This policy will not apply to requests for letters of support from prospective adoptive parents who have filed an I-600A Application for Advance Processing of Orphan Petition with the Department of Homeland Security's Citizenship and Immigration Service prior to June 1, 2008.

This policy will not apply to requests for renewed of letters of support for adoption cases in which the Embassy has previously supplied such a letter, in the event that court delays necessitate the submission of an updated dossier.

Requests for letters of support should be directed to the Embassy by the adoption agency representing the prospect adoptive parent(s).
