Culture camp - what age??

I just noticed there is A Russian adoption heritage camp here this weekend. Kalina is just over 3. I think starting to go at this age would be good. DH thinks we could easily wait. Truthfully, it is probably full, and DH will go if I make that decision. But I think having it be a part from this age, even if she "doenst get much" is important. Opinions? thoughts?
