reaccreditation question

Hi,

I do not want to cause any panic or spread any rumors, I'm just asking because I have to find out if anyone has heard from their agencies that reaccreditation could be up to six to twelve month wait? Need to hear from you guys please!! If you feel more comfortable sending me a pm pleasde do. Thanks!

August 06, changing countries (paperchasing)
Oct 06 dossier sent to agency
Nov 06 dossier made it through the Embassy, now
it's on its way to Kaz!!
Dec 06 dossier at the first Ministry (MFA)
Jan 06 dossier now at second Ministry (MOE)
One more to go.....that's the regional one
Still hoping for LOI (letter of invitation) in Jan
Jan 31---dossier still at MOE, no LOI in Jan
Feb 16--We know our region--Karaganda Kaz.
Last step in the process--wait for LOI
March 15 07--received LOI
Left for Kaz March 21
Paperwork glitch but decided to stay while it was handled (hence the long time between leaving for trip and court)

don't lose hope

An agency rep told us that if papers for reaccredidation are ready to go when they should be (for an agency that needs to be reaccredited at this time), then the NGO process (as long as they submit the proper paperwork by the deadline date) should not hold things up. Their estimated guess is no longer than 3~ months. And there is always the possibility that Russia will get their ducks in a row and it could happen sooner.

It is very difficult to wait for the "unknown" but we just have to try to have faith. Hopefully when this process does straighten out...we won't have to worry about reaccredidation for a long time.

My agency keeps saying that once NGO status is granted reaccredidation should take about one month after that. How they know that is a mystery. They originally submitted their paperwork on 6/9, then additional papers were requested and submitted early July. So they should be hearing soon about NGO status.

HOWEVER, this has not slowed our process down at all. People are still receiving referrals and court dates in certain regions through my agency, they are going technically as independent.

Our agency was supposed to be reaccredited in May 2005, they turned all the doc's to MOE on time. It took 9 MONTHS for reaccreditation papers just to be APPROVED by Russian authorities. They got their reaccrediatiation approved in March 2006. Don't want to scare anyone as well but that's the fact we had to face during our adoption process.

We heard from our agency that the reaccreditation process is up in the air right now. Our agency did not give a timeframe, but seemed to think that pending legislation #268 needed to be passed by the MoE before they would issue any further reaccreditations. Included in this legislation is extending the time period that accreditation lasts, which will be good news when it happens.

3/6 - Officially Registered in Smolensk!!!
5/17 - Waiting on reaccreditation (NGO rcvd)
10/13/06 - Accepted Referral of 24 mo old boy
2007:
Feb - redid entire dossier and fingerprints....
May 31 - June 8 TRIP 1!!!
June 28th - received new 171-H
Aug 1 - court
Aug 9 - home forever with Cole!

What I heard (can't speak to the truth of this) is that they are missing only ONE signature for 268, and that when the Duma comes back in Sept. this could be quickly obtained. If that is true, it could be shorter...

The flip side rumor is that they are considering moving adoption out from the MOE and under the Ministry of Health (?) If that is true, the process could take longer...Although they could opt to continue to issue accreditations until they have a transition plan in place.

Hold on. Let's hope for the best!

Cath - what you heard coincides with what we are hearing - because our agency said it could be as early as September that the changes for law 268 are in place. Let's all keep praying for that and for the NGO process!
