Notice on Russian Adoption Agencies -US Dept of State
I wan't sure if anyone else had seen the notice on Russian Adoption Agencies posted on the US Dept of State website. I've copied below.
Important Notice on Russian Adoption Agencies, May 24, 2006 The U.S. Embassy in Moscow and the U.S. Department of State have learned that, under a new Russian law, foreign adoption agencies operating in Russia are being required to register as non-governmental organizations (NGOs). In practical terms, this means that agencies whose Russian government accreditation is expiring before they can register as NGOs will not be able to continue doing adoption work in Russia until they are both registered and reaccredited. Unfortunately, the Russian government has not yet announced the specific procedures, requirements or timeline for registration, making the situation quite uncertain. U.S. families who began Russian adoptions with agencies that are no longer able to do adoption work during this interim period will be permitted to continue their adoption cases through to conclusion. |

Right now it seems that in the process means already been on trip 1.
My paperwork has been in Russia since July of last year, I personally very much consider that in the process....... Maybe I'm just so emotionally wrapped up inn it that I'm not seeing things rationally. What do you think in the process means?

Lovestruck - I would agree that you are definitely in process - but I'm guessing it means a completed trip 1 - recognized by the courts. That stinks though...I hope I'm wrong. What does your agency say?
I read a long article on NGO's in this months' Russian Life Magazine. It is a complicated process made more so by a situation that came out of Belarus when they made the switch. There was no mention of adoption agencies, although they do fall under the new guidelines...it is being placed more for political control (according to the article)...and there are MANY high ranking Russian officials against it. Will be interesting to see how it plays out!

The agencies are estimating it will take about 2 months to register as an NGO AFTER the government decides what paperwork needs to be completed. They are estimating 1 month for accreditation after their registration as an NGO is approved. SO, this could be a delay of as much as 3 months or more.
