Has anyone traveled to Rostov on Don this year?

I know referrals were affected because of abuse case, but was curious if things were back on track.

The only information that I have is that after the last abuse case that was reported, Rostov closed to conduct an internal investigation. The child was from that region. After about a month or so, the region concluded its investigation and reopened. Our dossier was sent there and registered in April and we were anticipating getting a referral by the beginning of May. However some paperwork had to be redone (not on our end, but something that previous adoptive parents had to do) and that delayed things. Then the issue of NGO registration and accreditation came up. I just found out today that Rostov is going on hold until this reaccreditation situation gets straightened out and the agencies are reaccredited. Therefore, our dossier is being pulled from this region because there is no way of knowing when reaccreditation will happen or when we would get a referral.
