has anyone else heard this?
" We were told that with post-placement registrations or post-placement reports being late, court dates for those Americans scheduled to adopt are being postponed. They are postponed until the overdue materials are submitted, even though those adopting have nothing to do with those who are late with reports or post-placement registrations. Apparently the Russians are really cracking down like never before." or "I have been told now is that the Russians are basically saying they will start holding up court dates. Frankly, its not clear to me if they have already done so or are just in the threatening stage. But yes, this is supposedly actually being threatened or is seriously at least being put forth by the Russians. I have not confirmed this with adoptive parents to be as of yet so I really do not have further information. Just that what is being said is that the Russians are very, very upset now over the recent injury to the special needs child and that along with the previous deaths, its having a ripple effect. My suggestion, you have to confirm and ask your agency what is going on and also we need to see if any PAP's report a specific instance of identifiable court delay. Advise post if you here more or find out more specifics" or "I adopted thru XX, the women who own this agency are all Native Russians, the woman who is President of our agency sent an in-house memo about 10 days ago saying that their source in Moscow related the fact of late and missing paperwork referred to as PPR was the hang-up in agencies not getting reaccredidated. All of you can take this informatuion for what it is. Am not saying its gospel, however as various agencies continue to wait for that elusive certificate it only makes sense" I pulled these off of another board, the people that made the statements were kinda enough to also give their agencies names (which we cannot post here). I need to know if anyone else has come accross this ? I finally have a lead on an agency that might be able to help me get my kids home, and now I hear this...and of course the agency that I thought mught be able to help me is one of the above agencies. So, if you have heard any of this from your agencies, please please post here and let me know. Thanks for your help!

I heard through another AP with my agency that our agency has asked the MOE for a list of AP's who went independent and have outstanding post placement reports. They are offering to help track the families down stateside and get post placement reports. Our agency is afraid that any outstanding reports will hold things up in the regions they work in regardless if they are their clients.
Second hand information, but does substantiate some of what was posted on the other board.

I too have heard, directly from the Agency Facilitator in Russia, that the PPR's NEED to be done and in Russia on time. 3 months ago, a family's court date was postponed while in country, while waiting for an outstanding PPR. This was for the Moscow Region. I believe now, the Agency will not even submit for a court date until ALL PPRs are in for the current time. The MOE is checking these closely.

First of all take everything you read of FRUA with a grain of salt. There are quite a few very misinformed people on there that really have very limited knowledge of the Russia system that seem to like to post their opinions as fact. That being said, I could see a judge not granting a court date for a family who's agency is late with some of their PPR's. However I would be very surprised if a judge would not grant court dates to any agencies that has remained current with their PPR's.
I would continue to pursue your efforts in doing what is necessary to bring your children home. If it means switching agencies, then just make sure they are current on all of their PPR's and in good standing with the Russian government. You continue to be in my prayers.

It's been said that late or unsubmitted post-placement reports have delayed the accreditation of some agencies, but I doubt it's holding up court dates for any accredited agencies at this time. Everyone should remember, though, that these post-placements are really important, and the MOE is looking very closely to make sure they arrive. With a new round of accreditations coming up in May, it's that much more critical to complete them on time.
As Kendal said, take what you read on FRUA with a grain of salt. Folks like to post things as fact when they may not even know that much about the Russia system. They just like to come in, post something controversial, and take off. I call them dive-bombers. I stopped visiting there because I cannot trust the source.

Thanks for all the replies! Just like Kim said...post adoption reports are very important. I know everyone is busy and can be overwhelmed when they get home, but please remember the children left behind.
if post adoption reports are not done and sent in before they are actully due...it will be the children that will suffer the most. Thanks again.

Post placement reports are extremely important. We all covenant to do them so we have to. Kirov region has closed to Irish adopters because of missing PPRs. Missing PPRs was also a big part of the reason Belarus closed to Irish adopters. This could happen in other regions.
I think it's possible court dates could be cancelled because of this

Yes,also Ukraine adoptions were recently put on hold because of late and missing post placement reports, they are so...important for everyone involved, our agency is trying to get them in at least 2 months before they are do to make sure they are not late.

I don't know if it's true or not, but I contacted our social worker WAY in advance of the agency request to make sure it was in on time. If we do move south before the next one is due, I plan to have a new social worker picked out and an appointment scheduled shortly after arrival. There are too many children out there that's futures depend on it.

Yes, we always get ours started at least 2-3 months before they are due. It not only takes time to do the study and report, as well as have it notarized and apostilled, but it also takes time to send the paperwork to Russia and have it translated. You should allow at least 3 weeks for the latter to happen.
