Is independent adoption in Russia illegal now?
Read a post on a different forum and was concerned about the person who sent it. They switched agencies after their other who was not accredited (after their home study and being told not to prepare a dossier yet or get fingerprinted since they were not accredited). A few months later they were told they had no idea when they would be accredited and given a list of agencies to transfer. So they transferred to a new agency.
They just got a heft bill from the old agency for fees for pursuing and independent adoption--they told them when they transferred to the other agency they were pursuing an independent adoption through the old agency. Am I wrong, but isn't it now illegal to adopt independently--or they have done away with it anyway. I found it odd that someoone would charge a fee for something that the Russian government does not allow. Just wondered if anyone has any input on this. Personally, I would not pay the fee as they could not perform the service they were contracted to do and actually sent a letter indicating this with a list of other agencies. That and the independent adoption..it all seems odd. Thanks. |

It is not (yet) illegal, but most regions are not allowing it, per se. The notes from the November MOE meeting indicate that they are desirous of stopping independent adopton, however.
The mishigas with the billing sounds like the PAP is being taken advantage of to me... ![]()

We are going independant and are being helped with Faces of Siberia. As far as they know you can do indy adoption in Ektarinberg still, this is where we hope to go. Our facilitator is checking into this to make sure the government has not changed. But I would not pay a fee to the old agency, they didn't do anything for them.
